Global City Gurugram Phase-1 Decoded: The ₹940 Cr Tender, the December 2026 Target, and the Real Investment Window

HSIIDC has awarded a ₹940 Cr trunk-infrastructure tender for Phase-1 of Global City Gurugram. Here is what is actually under construction, what approvals are secured, and how to read the investment window.

Global City Gurugram Phase-1 Decoded: The ₹940 Cr Tender, the December 2026 Target, and the Real Investment Window

For seven years between 2019 and early 2024, Global City Gurugram was an HSIIDC presentation deck. Then approvals began to land. Today, Phase 1 trunk-infrastructure construction is active across 587 acres of the 1,002-acre integrated township in Sectors 36B, 37A and 37B on the Dwarka Expressway. The state target for Phase-1 completion is December 2026.

This post separates what has actually been committed from what remains aspirational — and what either means for investors evaluating the corridor today.

What Is Under Construction

A ₹940 Cr trunk-infrastructure tender has been awarded for Phase 1. Scope:

As of early 2026, approximately 20% of Phase 1 work is complete. HSIIDC's working capital ceiling has been raised by ₹1,500 Cr to fund Global City and IMT Sohna in parallel. The state has reaffirmed the December 2026 Phase-1 target as recently as June 2026 — though one NHAI-linked document references June 2027. Treat the Dec 2026 timeline as the optimistic case.

What Has Been Approved

| Approval | Status | Date |

| --- | --- | --- |

| Haryana Cabinet master plan | Approved | 2022 |

| MoEF environmental clearance | Granted | May 2024 |

| NHAI 150-m underpass to Dwarka Expressway | Approved | April 2026 |

| HSIIDC–NHAI road widening agreement | Signed | April 2026 |

| Supertall tower (620–700 m, 6.7-acre plot) | In-principle | June 2026 |

The environmental clearance is the most under-appreciated approval in this list — MoEF clearance was the gating item that had stalled the project through 2020–2023. Its grant in May 2024 is what unlocked physical work.

The NHAI underpass approval is a quiet game-changer for the asset. A direct underpass from the Dwarka Expressway service lane removes the "last-mile chaos" risk that has historically dragged HSIIDC township valuations.

What Is Not Yet Committed

Three loops remain open:

1. No private developer land allotments have closed. HSIIDC has floated multiple tenders for mixed-use plots. None has attracted binding bids to date. Consultations have been held with DLF, Lodha, L&T, Adani Realty, Prestige, Bestech, Hero Realty, Embassy, Signature and JLL. Conversations are not commitments.

2. The supertall is an in-principle approval, not a project. A 620–700 m building would be more than double the height of India's current tallest. Developer selection, design, financing — none confirmed.

3. Metro connectivity to Global City is aspirational. The Gurugram Metro Phase-1 bhoomipujan in September 2025 covers Millennium City Centre to Cyber City/Dwarka Expressway. Extension to Global City is a subsequent project with no formal alignment yet.

First Residential Possessions: 2028 at the Earliest

Phase 1 builds infrastructure, not buildings. Even on the optimistic December 2026 completion, plot allotment and developer-led vertical construction puts first residential possessions in 2028 at the earliest. Full township completion is a 2035 horizon.

HSIIDC maintains the township at no cost to allottees through December 31, 2033 — from 2034 onward, proportional maintenance charges apply. This is a buyer-side financial variable worth modelling explicitly into any acquisition memo.

How to Read the Investment Window

Two distinct plays.

Near-term (0–24 months): Completed inventory in adjacent Sectors 84, 85, 86 and 88 carries zero execution risk and is already capturing the Dwarka Expressway re-rating. This is the better near-term trade for most portfolios.

Long-term (7–10 years): Global City exposure itself — either through future HSIIDC allotments or through developer projects within the township — is appropriate only for investors with the patience to underwrite Phase-1 execution risk, private-allotment closure, and the developer ecosystem build-out.

If you want a portfolio-context conversation on how Global City and the Dwarka Expressway sectors fit your allocation, begin the conversation.
